Governing conditions

Non-Negotiables

These five conditions are mandatory. They apply to every ward and must be satisfied before and during any nano-grid deployment.

    Simultaneous ward servicing

    All applicable wards must be serviced at the same time to ensure coordinated, equitable roll-out.

  2. 02

    Ward councillor approval

    All ward engagements must carry the official approval of ward councillors before work proceeds.

  3. 03

    Existing meter operations remain

    All existing meter operations must remain in place and uninterrupted throughout the roll-out.

  4. 04

    Mini-sub QoS baselines first

    All mini-sub Quality of Service baselines must be recorded prior to any deployment of nano-grids.

  5. 05

    Every house on every street

    All houses in each street must be serviced — no street is partially completed.

Why the non-negotiables matter

The roll-out is designed to be fair, coordinated and technically sound. Servicing all wards and all houses together prevents fragmented networks, while councillor approval and recorded QoS baselines protect residents and preserve the integrity of the existing distribution network.
